track src/, fonts/ as project source, replace Hugo with static website

- commit keylayouts, icons, lproj, Iosevka fonts
- remove Hugo, build static site (HTML + CSS + vanilla JS)
- CI workflow generates layout PDFs, deploys to GitHub Pages
